California water managers must necessarily take a dual approach to fighting global climate change: 1) mitigation, meaning reduction in the greenhouse gas (GHG) emissions that accelerate global warming and climate variability; and 2) adaptation, referring to the ways in which our culture and infrastructure will have to change in order to successfully manage the extremes that global warming threatens. Presentation Description-Abstract
Immediately prior to his position as Executive Manager for Climate Change for the California Dept. of Water Resources (DWR), Mr. Andrew was DWR's Chief of Special Planning Projects; in this capacity, he served as an editor of, and subject matter expert for, the California Water Plan Update 2005, and as a lead author of the California Resources Agency's Hetch Hetchy Restoration Study (2006). From 2000 to 2003, Mr. Andrew served as the Drinking Water Quality Program Manager and Southern California Regional Coordinator for the CALFED Bay-Delta Program, and before that he was the Chief of Fish Facilities for DWR's Environmental Services Office. His other work experience includes the US Environmental Protection Agency, Calif. Dept. of Health Services, and Lawrence Berkeley National Laboratory. From 1991 to 1998, Mr. Andrew served as a publicly elected director of the Stege Sanitary District, which provides wastewater collection services for 40,000 customers in western Contra Costa County. He holds degrees in civil engineering and public policy form the University of California at Berkeley.
